Vendor registration rejection is more common than most businesses realise. In Saudi Arabia’s major procurement portals, up to 40% of first-time applications are rejected — often for avoidable reasons. Here are the top 10.

1. Expired or Mismatched CR Data

The most common rejection reason. Your Commercial Registration must be current, and the CR data (company name, activity codes, address) must exactly match what is submitted on the portal. Even minor discrepancies cause automatic rejection.

2. Outdated ZATCA Certificate

All portals verify your ZATCA status in real time via API. If your VAT registration is lapsed, your application will be blocked before a human reviewer even sees it. Always renew ZATCA before submitting.

3. GOSI Non-Compliance

A GOSI compliance certificate that is expired or shows outstanding contributions will result in immediate rejection. Portals check GOSI compliance automatically. Ensure all employee contributions are current before applying.

4. Yellow or Red Nitaqat Status

Saudi Arabia’s Saudization programme (Nitaqat) requires companies to employ a minimum percentage of Saudi nationals based on company size and sector. Applications from Yellow or Red Nitaqat companies are rejected by all major portals.

5. Wrong Supply Category Selected

Choosing the wrong category on Aramco SACS or Etimad is a critical error. Category selection determines which additional compliance requirements apply — selecting incorrectly leads to rejection and can delay resubmission by weeks.

6. Missing SACS-002 Cybersecurity Certification (Aramco)

IT and OT vendors applying to Aramco without completed SACS-002 cybersecurity certification are rejected without review. This assessment must be completed before submission — not after.

7. Unaudited or Incorrectly Prepared Financials

Financial statements must be audited by a SOCPA-licensed auditor in Saudi Arabia. Unaudited financials, management accounts, or reports from non-certified auditors are rejected.

8. Documents in Incorrect Format or Language

Most portals require documents in PDF format, within a specified file size, and in Arabic or dual-language format. Documents in Word format or without certified translation are rejected.

9. Insufficient Company Capability Statement

A generic company profile does not meet portal requirements. Aramco, SABIC and NEOM require structured capability statements with specific technical and financial data points. Many applications fail here.

10. No ICV Certificate (Aramco)

Aramco’s ICV (In-Country Value) requirement catches many applicants off guard. Your ICV certificate must be issued by an Aramco-approved certifying body — it cannot be self-declared.
